The first major development opportunity after the Port's acquisition of the Dallesport Industrial Park property was the proposed construction of a sodium chlorate plant by the multi-national conglomerate Dow Chemical. Had it been completed, the plant would have employed as many as 100 and contained a control room, chemical, brine, and other liquid storage, containment facilities, process equipment, and a (rail) track scale house. The plant was one of several elements supporting the $2.078 million EDA grant awarded to the Port in 1969/1970. Parallel Avenue can be seen running horizontally at the bottom of the site plan with the water reservoir and spearfish substation appearing in the far upper left and upper right portions of the site plan, respectively. Because the project was cancelled before it could be constructed, the new, larger "Rockland" substation needed to meet the power demands of the plant (shown immediately to the right of the water reservoir) was never completed. The 'B', 'C', and Third streets shown were later renamed to Berry Drive, Kreps Drive, and James Avenue, respectively.
